Are you interested in buying land owned by the City? What is the process for buying City-owned land, and how long does it last?
The City of Ostrava usually sells land via public calls for bids. The process begins when the City announces that the land is being offered for sale, sets out the terms and conditions of the sale, and issues the call for bids. Investors then submit their bids by the set deadline. The bids received are then evaluated, and the winning bid is chosen. This is followed by a series of administrative steps connected with the contractual documentation and other legal matters. The entire process lasts several months. For each of the sites listed below, information is given about the current state of progress:

PLZEŇSKÁ SITE

The city is offering investors a currently unused site in the central part of the Ostrava-Jih municipal district. Covering around 10 000 square metres, it is an important public space situated within easy reach of various key urban functions. Demand for high-quality hotel accommodation with easy transport access is growing throughout Poruba – partly due to the presence of Ostrava’s Technical University, and partly as a result of international collaborative links with locally based research and development institutions. In response to this pressing need, the City is seeking an investor to build a hotel at the junction of Opavská and Martinovská Streets. The hotel should offer a minimum 150 rooms, plus a conference hall, a restaurant, and underground parking to correspond with the hotel’s capacity. A key advantage of the site is its accessibility: located directly next to one of Ostrava’s main arterial roads and close to the D1 motorway, the area also enjoys excellent access by public transport.

The plot is situated around náměstí SNP, the central square of the Ostrava-Jih district. It enjoys an excellent location, in close to the “Akord” cultural center, healthcare facilities, a public swimming pool, and the “Bělský” park. Surrounded by residential buildings, the site was previously home to a marketplace for farmers’ products, but is now largely underutilized. Part of the land is occupied by civic amenities buildings.
The location offers an opportunity for the construction of a mixed-use building, primarily for residential purposes, with an active ground floor and at least 35 parking spaces. The height of the building must not exceed 18.3 meters (4-5 floors).
The Municipal Studio for Urban Planning and Architecture (MAPPA) prepared regulatory conditions for this plot as part of the urban study of náměstí SNP. The study also outlines the transformation of the former football stadium area on Svazácká Street and náměstí SNP itself.
