Over the past few years, Ostrava has been undergoing a significant transformation and is becoming a modern city with growing appeal for new residents, investors, and skilled professionals. The city’s gradual transformation, together with extensive investments in infrastructure, culture, education, and technology sectors, is generating increasing demand for high-quality residential housing. However, the current housing supply is insufficient to meet the growing interest in modern urban living, particularly in attractive locations within the wider city center.
The strongest demand is currently for modern urban apartments of mid-range and higher quality that offer good access to services, public spaces, and civic amenities. This creates opportunities for developments focused on rental housing, multifunctional residential projects, and modern mixed-use developments combining residential, commercial, and leisure functions. Ostrava is preparing strategic development sites designated for residential construction and creating conditions for the development of new housing.
A large proportion of Ostrava’s current housing stock is the result of extensive post-war construction associated with industrial development. Housing estates built primarily during the 1960s, 1970s, and 1980s continue to play a dominant role, with more than half of Ostrava’s residents currently living in these estates, particularly in the city districts of Ostrava-Jih and Poruba.
Housing as a Strategic Priority for the City
Ostrava has prepared a long-term Housing Policy Concept. Quality and affordable housing can help retain residents, attract new professionals, and gradually change perceptions of Ostrava as a modern and attractive place to live. For the first time, the City of Ostrava has introduced a comprehensive strategic document that systematically addresses housing and establishes a long-term housing development framework through 2050 and beyond.
One of the key measures is securing stable financing. According to the proposal, the city should invest approximately 3% of its annual budget in housing stock development, enabling both systematic renewal and the construction of new housing units. At the same time, the city aims to support housing models that better meet the needs of different population groups, such as young families and senior citizens. Particular emphasis is placed on smaller apartment buildings and low-rise mixed-use developments of approximately four to five storeys. The city considers cooperation with private investors and developers a key prerequisite for successful housing development.
In 2025, construction commenced on 1,940 housing units in the Moravian-Silesian Region, representing 5.4% of total residential construction activity in the Czech Republic. Within the city of Ostrava, construction started on 501 housing units during the same year. Over the last six years, nearly 10,000 real estate transactions have been completed on Ostrava’s residential market. The average total price of new apartments increased by 95%.
